Are those angry eye lids or is it shields from rain water or to deflect the light or something? But also.....awesome!

I'm not sure of their intended use. I'd imagine you want rain water on your lights to wash off the mud and debris that accumulates as you race. They might be there to direct more of the light down onto the course.
